QaaS(QA as Service)

I was just thinking about this term since long. If we have Saas(Software as Services), PaaS(Platform as Services) then why we can't make QA services on the fly and provide QA(Quality Assurance) as service.

Currently many saucelab and other companies are providing such kind of services.

QA thoughts on these are warmly welcome.
